Paul James, a resident of Winston-Salem, NC, has served as State Youth Referee Administrator for North Carolina since 1982, the only person to hold that position. He received his undergraduate degree from Duke University in 1982 and graduated from the University of North Carolina Chapel Hill Law School in 1985.

A member of TISOA, the association of college referees in North Carolina, James serves as the director of officials for the Southern Conference, the Big South Conference and the South Atlantic Conference.

He became a United States Soccer Federation National Referee in 1990, a USSF National Assessor in 2000 and assumed Emeritus National Referee status in 2000.
